Chicagoland Partners for English Language Learners (CPELL) is a $2M, grant-funded program through the Department of Education, Office of English Language Acquisition. I’ve had the pleasure of working with Dr. Hill since 2008. The first time was the development of an innovative survey project to assess local small business needs and perceptions around health coverage. Since 2011 we’ve worked closely with him to conduct regional, multi-component Community Health Needs Assessments every three years. Prior to working with Dr. Hill, our organization had a few large survey projects that went very poorly. We had hired contractors who didn’t fulfill project tasks according to the parameters specified in their contracts, who didn’t complete them within the stated timeline, who produced reports that were difficult to read and use – and one who never even finished the job. Needless to say, we were leery of working with anyone by that point. Since 2008, Dr. Hill has consistently demonstrated that quality, timely work does happen and it can be accompanied by superlative customer service. Dr. Hill excels in working with his clients to ensure that he understands their goals and timelines. He continues to communicate throughout our projects to engage us in the process and provide an end product that suits our unique needs. He is very knowledgeable about health and social science data collection, survey construction and implementation, quantitative and qualitative analysis, and survey sampling methodology. In my experience, he has set the standard for project reports. He produces final reports for all our projects that are very well received by our analytical staff, program level staff, and our executive team – a big accomplishment. In addition, he continues to innovate in each iteration, providing a better product each time. By working with Dr. Hill, we’ve been glad to find that high ethical standards and high quality work don’t have to come with a high price tag. I have known Dr. Hill through his direction of the Frost Center of Hope College in Holland, Michigan where he led surveys in our County for many years. All involved were very pleased with his research and our rural county could not afford a full blown BRFS survey so I asked Marty to prepare a Report Card based on the data that was available. At the same time, he was working with my co-worker on an Access to Healthcare survey. During this time, I have come to respect his diligence for the work, his knowledge of evaluation and the valuable role that it can play, his sense of responsibility to funders, donors, and the people we serve, and his generosity of time and support.
